Assam government imposes strict rules for picnic parties

Guwahati: In view of the recent accident where several people lost their lives, the Assam government has imposed strict rules for picnic parties in the state. They have issued a set of Standard Operating Procedures regarding picnic parties. 

The government observed that a large number of picnic parties are organised in the November – March season. And a large number of people visit the picnic spots in large numbers during this season. They also observed that often incidents of accidents come to light, which malign the festivities. To reduce the possibility of such incidents, the government has issued some standard operating procedures. They are as follows. 

Firstly, there must be no overcrowding of picnic-going vehicles at the picnic spots. Secondly, there will be a complete ban on the illicit trading of alcohol near the picnic spots. Thirdly, the drivers of all vehicles have been barred from the consumption of alcohol. Fourthly, the administration has imposed a ban on loud music being played in the vehicles at these spots. Also, the local police will conduct raids at the dhabas to prevent the possible illicit sale of alcohol. 

They also banned the movement of any picnic parties at the picnic spots before dawn or after dusk. And the local police station must be intimidated regarding the source and destination of the picnic party. Local police will form a surveillance group for each picnic spot. This group will ensure the detection and prevention of any illicit or illegal activity going on at the spots. The police can also seek assistance from local Village Defence Parties if needed.  

The SOP also mentioned the need for sufficient lighting in and around vulnerable picnic spots. The picnic spots must have sufficient parking area earmarked for the spot. Also, bus drivers responsible for transporting such parties must be properly briefed. They must also wear proper footwear. The parties must ensure that there is no movement during foggy conditions. 

The statement mentioned that the SOP is suggestive in nature and not exhaustive. And that the district police in assistance with DTO and other enforcement agencies should ensure that no accident takes place and valuable human life is lost.
